1: Send resumes and clips out to prospective clients daily.
2: Participate in social networks like LinkdIn.com and keep profiles updated.
3: Add conversations, tips, and advice to forums.
4: Respond to ads listed on writing boards and in newsletters.
5: Stay in touch with clients and jobs from the past.

Remember, if your clips and resume goes out daily, it has to be up to date information. Sending clips from 1998 might work if you're targeting a specific niche and that's all you have on hand . . . but there's no excuse for an out of date resume.
